::: wrong numbers generally will not trigger a circuits busy response from the telcos (i used to work for one) unless someone were to perform a mass scale "mother's day event" using wrong number dialing. likely the pbx handling this voicemail simply had more calls coming in then lines available, resulting in it rejecting calls and setting off the nearest telco box's circuit busy message (specific box/location identified by the use of the number string at the end of the message) --[[User:Killjoy|killjoy]] 00:14, 10 April 2007 (PDT)
