Consortium?
I don't know if anyone else made this connection, but having seen "An Inconvenient Truth," the first thing that sprang to mind when I looked at the graph of the presence sightings was the graph of the C02 levels in the atmosphere, which I think also had the recorded/projected stats. It might even be the same graph, or it could be my imagination.

I can't help but think that "the Consortium" was one of the early names we X-Files fans had for [http://en.wikipedia.org/wiki/Syndicate_%28X-Files%29 the Syndicate]...
