The use of "we" and the implication that the Presence has been watching, and that they were watching what was happening to "her" (possibly the planet): these things seem to indicate towards that (in my understanding, anyway). There's obviously hyper-religiosity as a theme in YZ (i.e., Church of Plano), and yet it still isn't the "right answer" to what has gone wrong with the world.
