A transcript of an interview with a police officer on the scene describes a government agent leaving the place on the aftermath of the attack, with the orange secretions (tears, in this case) and smell corresponding to use of Copper.

Their mission is to awaken society to the dangerous atmosphere of Year Zero, in which basic freedoms are repressed and objection to the Administration's control is not tolerated.
